It's the default. There are about 30 themes right now - some similar to iGoogle. It's a tab in the Settings feature.

This happened to me, too. And it pissed me off because I don't like the new default theme. However, as soon as I disabled "Superstars" in labs, the theme switcher became available. It looks like you've got a number of labs features enabled... try turning them off and see if the theme switcher appears for you.

I believe you may have accidentally clicked on change themes. When the message does pop up again, you will see a whole variety of themes to choose from, and I doubt it that you will not go with a theme because there is a flavor for everyone.
